In its 2013 progress report on the European Research Area, the European Commission finds that the European research market is still fragmented. Many different funding schemes are available for researchers in the 28 EU member countries and different policies for knowledge-sharing and open access to publicly funded research.
It also finds that public spending on research as a share of total general government expenditure, has been declining in the EU since 2009 and, at 1.47% in 2011, is now at the lowest level since 2002.
